Using donations from the community, and its own matching funds of up to $10,000 per year, the City of Salem Oregon provides emergency, one-time utility bill assistance to low income households in the region. Any applications are done with local non-profits as well as charities in Salem Oregon, but the city does collect the donations from the community. All contributions go to help low income customers keep their light and electric on, while they seek more long-term help.
Mostly due to the fact that the city works with Salem based social service agencies, this allows more solutions for the customer. The donations are combined with other social services, including LIHEAP, weatherization, government grants, and even services such as job training. As the main goal is to help pay utilities while working with the customer on their hardship.
Anyone that wants to donate can do so in one of two ways. No matter which option is choosing, they are voluntary. So, no one is required to contribute. In addition, for those who donate to the utility bill assistance program, they can often get a deduction. So, they can save money on their federal as well as state of Oregon income tax bill. In addition, the city will match those contributions up to $10,000, which allows more people to get help.

-Continuing, or recurring donations can be made. The City of Salem energy bill program does allow this as an option. It can be stopped at any time.

As far as applying, the City of Salem utility bill assistance program is run in partnership with social service organizations in the region. They range from the Salvation Army to community action agencies. They all work together to help low income, the working poor, and others. Only small amounts of money will be given for any type of delinquent bill, and the funds are paid directly to the customers energy provider. Whether it is gas, electric, or lighting, funds are issued.
The local social service agencies will require the client to apply. They will make an assessment, and determine whether eligible or not. The city of Salem does not have a role in that; they only collect donations and match funds. While the exact amount of money paid out will change each and every year, in general up to $15,000 is paid out to struggling customers. All the funds go to pay energy bills.
Even if not found to be qualified, then other assistance programs will be reviewed. This is one benefit of the social services groups partnering on the City of Salem utility donation program, as it tackles a hardship from multiple ends. It also allows the customer to get as many options as possible for their situation.
