If any person is in a low income status or living in poverty, then the federal government LIHEAP program may be a better option to pay the City of Winter utility bills.

The donation site (and also applications are accepted at) City Hall. Any dollar amount can be pledged to the program, and it is a recurring donation that will be reflected on each monthly utility bill.
