Several different payment plans, energy conservation programs, and other financial assistance in offered by Los Angeles Department of Water and Power to low income customers and individuals. The goal is to help individuals pay their utility bills and keep their power on. The various assistance programs are indicated below.
Partial Payment Plans and Extensions
This is an installment payment plan offered for those customers with a financial hardship. It involves calling Los Angeles Department of Water and Power Customer Service at 1-800-342-5397 to get information on and enter into a payment plan. This in effect provides time to the customer to pay their bills. Customers that pay 50 percent of the balance on their bill will receive an extension. All of this can be negotiated.
Low Income Home Energy Assistance Program (LIHEAP)
LADWP fully support the federal government funded Low Income Energy Program. It involves a partnership of local governments and well as nonprofit organizations, and cash grants can help pay heating, cooling, and energy bills. The LIHEAP program can help offset the costs of heating and/or cooling dwellings as it provides money for those bills and/or have their dwellings weatherized to make them more energy efficient and save energy.

Los Angeles United Way Project ANGEL "Assist Neighbors by Giving Energy for Living”
Elderly as well as low-income and customers can apply and get help from this so called program of last resort. So when all other government and private utility bill assistance programs have been used up, this option may be able to provide help. The United Way runs this program, which is funded from various donations.
Residential Low Income Discount Program
Qualified low income customers can get a discount on their utility bills from Los Angeles Department of Water and Power. The program will low the amount and amount of monthly bills, whether electricity, water, cooling, and sewer, for eligible customers.
LADWP Senior Citizen Lifeline Rate
Permanently disabled and senior citizens over the age of 62 may be able to apply for a monthly discount on their utility bills. Dial customer service for more information.

Other programs offered and fully supported by Los Angeles Department of Water and Power include weatherization, Physician Certified Allowance Discount, Life-Support Device Discount, as well as financial assistance for hearing-impaired customers.
