Very low-income residents in New Jersey can get assistance with heating and cooling bills from Low Income Home Energy Assistance (LIHEAP). Programs can provide cash grants to pay bills or prevent disconnections, as well as make provisions can provide assistance for various heating system services such as repairs. In addition, emergency fuel assistance can also be paid out within the Home Energy Assistance Program.
Low Income Home Energy Assistance and Universal Service Fund – These two New Jersey programs were created by the state and federal government to help low-income families and individuals meet home heating bills, utility expenses and medically necessary cooling costs.
LIHEAP applications are processed in New Jersey by the community action agency in your area. See details below. For persons who are disabled, or who are age 60 or over, applications may be received and returned by mail. Others need to call and stop by a local agency.
Program requirements can change from year to year. In general, in order to be eligible for New Jersey LIHEAP benefits, the applying household needs to be responsible for paying their heating or utility bills. They need to pay the costs directly, or the amount can even be included in their monthly rent. Income limits apply, and the household needs to have total gross income at or below 200% of the federal government poverty level. However those limits can change in certain years. Persons who receive rental assistance or live in New Jersey public housing are not eligible for LIHEAP unless they pay for their own heating/cooling costs directly to the fuel supplier.
The total amount of aid paid out will vary by year as well. The exact amount paid out to a household will vary and is set by many factors, including fuel type, household size, income, and the heating region and part of the state.

If you apply, and are found to be eligible, a household that heats with electricity or natural gas may have its cash benefits or grants directly forwarded to its utility company. Otherwise, in most cases qualified households will be directly responsible to a fuel supplier for payment of their utility bill or home heating costs.
Those New Jersey households whose heating bills are included in their non-subsidized rent will be able to receive a single party check made out to the eligible applicant. A household who receives the LIHEAP medically necessary cooling bill assistance will not get a grant, but they will receive a credit to their active electric account.
