Utility Bill Assistance

Dominion Virginia Power assistance programs

If you are struggling with paying your utility bills, Dominion Virginia Power offers customers several different programs and resources that can help them stay current with energy bills, catch up on past payments, or pay them going forward.

State of Virginia Energy Assistance - This program, which is funded by both the federal and state government, has four main parts.

  • Crisis Assistance Components - This is a part of the program that helps low income households and families who are currently in heating and energy bill emergency situations. It can assist them with paying their primary heat security deposits, repair/replacement of heating equipment, money for their monthly utility and/or heating bills, as well as grants for primary heating fuel or emergency shelter.
  • Fuel Assistance - This component offered by Dominion Virginia Power may help qualified households with paying for the costs of heating their homes during the winter.
  • Cooling Bill Assistance - Funds and grants may assist with paying for cooling equipment purchases or repairs, such as air conditioners, and also may have funds to pay the electric bills.
  • Weatherization Assistance - Funded and created by the federal government, and helps with providing free energy efficiency updates and air infiltration to homes.
  • Energy donations and contributions can help pay Dominion bills. Customers can donate too, and read more on contributing to utility bill assistance programs.

Dominion Virginia Power EnergyShare - This assistance program pays for any type of energy or home heating bill - whether heating oil, wood, paper, kerosene, natural gas or electricity. The utility bill assistance program provides a one-time cash grant payment of last resort for those who have exhausted other forms of government and federal assistance or who do not qualify for such aid from these other programs. Payment plans -  If you look into the programs above, and explore getting help from other non-profits and community action agencies, and still don't qualify for assistance with paying bills and are struggling to pay your home energy bill, Dominion Virginia may be able to offer you a short-term payment plan. For example, they have been known to provide extensions or a customized payment arrangement for customers who are really struggling. However, these options are not available for all situations and all customers, and you need to call the utility company to explore options.
